Municipalities may take immediate enforcement action for blight violations without providing written notice or opportunity to remediate when the violation is the second or greater at the same property within a 12-month period (changed from third violation under current law)

Effective October 1, 2025, amends Section 7-148(c)(7)(H) of the general statutes governing municipal blight regulation authority

Civil penalties for housing blight violations range from $150/day for occupied properties with 6 or fewer units, $250/day for vacant properties, and up to $1,000/day for third or greater violations within 12 months

Larger residential properties face penalties of $0.10 per square foot/day (7-39 units) or $0.12 per square foot/day (40+ units); commercial properties face $0.10 per square foot/day

A "violation" for repeat-offense purposes requires the municipality to have issued a notice of violation and either the condition was previously cured or 120 days have passed without remediation
