Expands municipal lien authority to include unpaid penalties for violations of safe and sanitary housing ordinances, in addition to existing lien authority for housing code and blight violations

Liens attach to the real estate where the violation occurred from the date the penalty is imposed

Liens take precedence over all other liens and encumbrances filed after July 1, 1997, except for taxes

Municipalities may continue, record, release, and enforce these liens using the same procedures as property tax liens

Effective October 1, 2025
