Amends Section 7-411 of Connecticut general statutes regarding civil service board timelines, effective October 1, 2025

Changes the deadline for civil service boards to classify officers and employees from "within" ninety days to "not later than" ninety days after initial commissioner appointments

Civil service boards may exempt from testing and competition: the policy-responsible officer of any department, plus one deputy, private secretary, or confidential employee of that officer

Received Joint Favorable reports from both the Planning and Development Committee and the Appropriations Committee
