Establishes a transition from Connecticut's Transfer Act (which requires environmental assessment and remediation when certain commercial/industrial properties change ownership) to a new release-based cleanup system triggered when contamination is discovered, regardless of property transfer

Limits the Transfer Act's definition of "transfer of establishment" to transactions occurring on or before the effective date of new regulations adopted under section 22a-134tt, effectively sunsetting Transfer Act requirements for future property sales

Creates a voluntary parcel-wide remediation program allowing licensed environmental professionals to conduct comprehensive site assessments and investigations, with releases discovered during the assessment grouped together for cleanup tier assignment and fee calculation purposes

Requires persons who create or maintain releases to state land and waters to report and remediate according to new regulatory standards, with liability for cleanup costs if they fail to comply

Extends remediation deadlines by one year for releases grouped under the voluntary parcel-wide program and makes parcels remediated through this program eligible for a covenant not to sue from the state
