Commissioner of Consumer Protection must adopt regulations to ensure nonsterile compounding pharmacies can compound products containing levonorgestrel, mifepristone, or misoprostol, and to establish public-private partnerships for importing these reproductive health medications

Prohibits drug manufacturers, wholesalers, and pharmacies from selling or dispensing drugs or devices with actual knowledge they will be used to execute a death sentence; requires written attestation from applicants as condition of registration

Authorizes licensed veterinarians to delegate dispensing of prescription veterinary drugs to persons working under their direct supervision, provided a veterinarian-client-patient relationship exists

Pharmaceutical marketing firms must register annually with the Department of Consumer Protection ($150 fee) and report pharmaceutical representative activities including contacts with prescribers, samples distributed, and gifts provided

Simplifies naloxone distribution by allowing secure boxes containing nonlegend naloxone to operate without a permit to sell nonlegend drugs, and waives permit fees for applicants who attest they will distribute nonlegend drugs without compensation
