Starting July 1, 2027, state agencies must annually increase contract rates for nonprofit human services providers by the percentage increase in the Consumer Price Index for all urban consumers in the northeast region from the previous calendar year

Rates cannot be decreased even if the Consumer Price Index declines

Applies to nonprofits providing services for persons with physical disabilities, intellectual or developmental disabilities (including autism spectrum disorder), and behavioral health services

Commissioner of Social Services must adjust Medicaid rates for nonprofit human services providers by the same percentage increase, unless prohibited by federal Medicaid law

Secretary of the Office of Policy and Management must file a report by January 1, 2026, and every three years thereafter, detailing appropriations needed to implement the CPI-based rate increases
