Prohibits pharmacy benefits managers (PBMs) from charging health benefit plans a different price for pharmacy services than what they pay pharmacies, effective January 1, 2026

Bans PBMs from charging health plans fees based on wholesale acquisition cost, rebate amounts, or premiums/cost-sharing collected from covered persons, effective January 1, 2026

Establishes fiduciary duty for PBMs to health carriers, pharmacies, and covered persons, with duties to covered persons taking priority in cases of conflict, effective October 1, 2025

Requires PBMs to notify health carriers in writing of any conflicts of interest and maintain good faith and fair dealing with all parties including pharmacies and covered persons

Expands Insurance Commissioner's annual rebate report to include the percentage of rebate dollars used to reduce cost-sharing and an evaluation of rebate practices for reducing cost-sharing
