Establishes a working group to study and recommend improvements to statutes, policies, and procedures relating to Probate Court guardianship proceedings, including review of a report from the Office of the Child Advocate

Working group membership includes the Probate Court Administrator, Commissioners of Children and Families and Social Services, the Child Advocate, and members of the General Assembly's Judiciary Committee

Appointed members must include a parent who experienced guardianship removal, an adult who was subject to guardianship as a child, an attorney who represents children or parents in guardianship proceedings, and a volunteer guardian ad litem

All initial appointments must be made within 30 days of the act's passage, with the first meeting held within 60 days

Working group must submit findings and recommendations to the Judiciary Committee by January 1, 2026, at which point it terminates
