Establishes state licensure for lactation consultants effective July 1, 2026, requiring applicants to hold certification from the International Board of Lactation Consultant Examiners (IBCLC) with a $200 application fee and $100 biennial renewal fee

Prohibits practicing lactation consulting for compensation or using the title "lactation consultant," "IBCLC," or "L.C." without state licensure

Defines lactation consulting as clinical services including taking maternal/child histories, performing breastfeeding assessments, developing feeding plans, providing education on assistive devices, and documenting patient encounters

Exempts from licensure requirements: healthcare professionals already licensed under other statutes, students in accredited programs, WIC program staff, community health workers, doulas, midwives, and those providing peer support or nonclinical services

Authorizes the Commissioner of Public Health to deny or revoke licenses for failure to meet professional standards, felony convictions, fraud, negligence, substance abuse, or loss of IBCLC certification
