Prohibits health care providers from knowingly discriminating in the provision of health care services based on race, color, religious creed, sex, gender identity or expression, sexual orientation, marital status, age, national origin, ancestry, disabilities (intellectual, mental, learning, physical including blindness), veteran status, or domestic violence victim status, effective October 1, 2025

Defines "health care provider" as any person, corporation, facility, or institution licensed by Connecticut to provide health care services, including officers, employees, or agents acting within their employment scope

Preserves providers' ability to decline futile care that conflicts with professional judgment or ethical considerations, and does not alter professional standards of care or interfere with public health planning

Adds violations of this new anti-discrimination provision to the statutory definition of "discriminatory practice" under Connecticut General Statutes section 46a-51, enabling enforcement through existing civil rights mechanisms
