Authorizes the Criminal Justice Information System Governing Board to grant its executive director authority to enter into contracts, agreements, and memoranda of understanding on behalf of the board through board policy.

Expands the scope of the criminal justice information technology system to include public safety data beyond offender-based information, allowing integration of relevant data from any criminal justice agency or entity with cognizance over law enforcement, criminal justice, and public safety matters.

Maintains existing requirements for the statewide information system, including a central tracking database, electronic document repository, and analytical tools for case assessment, sentencing analysis, and recidivism forecasting.

Effective date is October 1, 2025, amending sections 54-142q and 54-142s of the Connecticut General Statutes.
