Requires the state-wide public school information system to include data on academic progress of students in bilingual education programs and evaluation measures for bilingual education program quality, effective January 1, 2026

Adds data required under sections 10-17m and 10-17g (concerning bilingual education) to the mandatory reporting categories for student and school/district performance tracking

Expands the written bill of rights for parents and guardians of multilingual learner students to include a new right (item 16): access to publicly available data on academic progress in bilingual education programs and program quality through the state information system

Amends two sections of Connecticut general statutes: section 10-10a(c) governing the public school information system and section 10-17o(a) governing the multilingual learner bill of rights
