Connecticut Educator Preparation and Certification Board must approve minimum content knowledge requirements for educator endorsements by July 1, 2025, with options including state assessments, accredited program assessments, or completion of a 12-month supervised residency/apprenticeship program

Cross endorsements for certified educators expand on July 1, 2025, allowing holders of initial or professional educator certificates who meet content knowledge requirements to obtain endorsements in additional subject areas, excluding special education, TESOL, bilingual, remedial reading/language arts, and school library media specialist

The Educator Preparation and Certification Board receives exclusive authority to develop and approve requirements, standards, and proposals for regulations and legislation related to educator preparation and certification, removing the previous shared authority with the State Board of Education

Board membership includes 15 members representing classroom teachers, educator preparation programs, school administrators, boards of education, business interests, and education commissioners, with three-year terms and annual reporting requirements beginning January 1, 2026

By July 1, 2025, the Board must develop evaluation criteria for alternative certification pathways, alignment of educator preparation programs with endorsement codes, and design of a statewide educator workforce data dashboard
