Expands the regulatory flexibility analysis requirements for state agencies proposing regulations affecting small businesses, effective July 1, 2025

Adds two new compliance burden categories agencies must assess: whether small businesses would need to modify or provide additional employee benefits, and whether they would need to modify products or product packaging

Requires agencies to identify whether they communicated with small businesses or small business organizations when developing proposed regulations

Mandates agencies evaluate alternative compliance methods for small businesses, including less stringent requirements, extended deadlines, simplified reporting, performance-based standards, or full/partial exemptions

Amends Section 4-168a of the Connecticut General Statutes governing the regulatory rulemaking process
