Establishes a 12-member task force to study options for developing a state-wide initiative to expand college access and support student success through promise programs, which provide scholarships plus mentoring, peer support, and internships

Task force must examine existing scholarship programs, document unmet student needs, and develop strategies for expanding comprehensive scholarship services, including through a potential public-private partnership

Members include representatives from promise programs in Hartford, New Haven, and Waterbury, current/former students, a school guidance counselor, the Commissioner of Higher Education, and experts in financial aid, admissions, and first-year programs

All appointments must be made within 30 days of passage, with the first meeting held within 60 days

Task force must submit findings and recommendations to the Higher Education and Employment Advancement Committee by January 1, 2026, at which point the task force terminates
