Prohibits Connecticut higher education institutions from requiring students to live on campus after completing one academic year of postsecondary education, and bars institutions from imposing restrictions, fees, or conditions on students who choose off-campus housing

Allows exceptions for students who receive scholarships requiring on-campus residence, are under 18 (unless living with parent/guardian or legally emancipated), or enroll in specialized programs requiring residence such as language immersion or honors housing

Permits the Commissioner of Higher Education to approve other circumstances requiring on-campus residence

Requires institutions to include off-campus housing as an option in housing notices sent to students completing or who have completed their first academic year

Mandates institutions provide resources and guidance upon request for securing off-campus housing, including information on local rentals and tenant rights

Effective July 1, 2025
