Board of Regents for Higher Education must develop a plan with the Departments of Developmental Services, Social Services, and Education to provide inclusive educational programs at Connecticut State University System campuses for students with intellectual or developmental disabilities age 18 and older.

Admission process cannot require standardized college entrance tests, high school graduation, or minimum GPA; students may enroll in degree/certificate programs, occupational credential programs, or credit/noncredit courses based on their individualized education program or career plan.

Programs must be offered in inclusive learning environments open to all students, with access to academic enrichment, extracurricular activities, and employment and socialization opportunities.

Plan must address individualized supports including peer mentors, assistive technology, on-campus resource centers, and staff/faculty training for educating and supporting these students.

Board of Regents must submit the completed plan to the General Assembly's higher education committee by January 1, 2026, with the act taking effect July 1, 2025.
