Expands Connecticut's Paid Family and Medical Leave Insurance Program to include employees of local/regional boards of education and nonpublic elementary or secondary schools whose positions do not require professional certification under Chapter 166, effective October 1, 2025

Adds these non-certified school employees to the definition of "covered public employee" and "covered employee," making them eligible for paid leave benefits through the state program

Requires the Paid Family and Medical Leave Insurance Authority to establish alternative methods for calculating base period and base weekly earnings for school employees in non-certified positions

Modifies eligibility requirements so non-certified school employees qualify for family and medical leave after being employed at least three months during the previous twelve-month period by the school district or nonpublic school

Removes prior statutory provisions that established separate eligibility pathways for paraeducators and non-certified school board employees, consolidating their coverage under the expanded program definitions
