Expands the definition of "executive branch agency" for data governance purposes to include all state agencies as defined in section 4d-1, except constituent units of the state system of higher education

Requires the Chief Data Officer to review legal obstacles to sharing high value data with executive branch agencies and the public, in consultation with the Attorney General and agency legal counsel

Eliminates the annual reporting requirement that previously mandated the Chief Data Officer to submit reports by January 15 each year with recommendations on data sharing methods and necessary legislation

Section 1 takes effect upon passage; Section 2 takes effect October 1, 2025
