Adds "serious firearm offenses" (as defined in section 53a-3) to the list of crimes eligible for discretionary transfer from juvenile court to adult criminal court, effective October 1, 2025

Prosecutors may file a motion requesting transfer to adult court for juveniles age 15 or older charged with serious firearm offenses, with a hearing required within 30 days of arraignment

Courts must find three conditions before ordering transfer: the child was at least 15 when the offense occurred, probable cause exists, and the best interests of the child and public will not be served by keeping the case in juvenile court

Judges must consider prior offenses, seriousness of the crime, evidence of intellectual disability or mental illness, and availability of juvenile services when deciding whether to transfer a case
