Registration fees for transportation network companies change from a flat $5,000 to a tiered structure based on active driver count: $5,000 (under 50 drivers), $10,000 (50-199 drivers), or $30,000 (200+ drivers), effective October 1, 2025

Companies must provide real-time messaging in English and Spanish between drivers and the company, and must give drivers weekly summaries showing total fares collected, driver earnings, and percentage earned

Companies are prohibited from retaliating against drivers solely for filing complaints, including suspending or banning access to the digital network

Companies must inform prospective drivers about enrollment in the Paid Family and Medical Leave Insurance Program, how to qualify for rides originating in neighboring states, and the company's deactivation process

Annual reporting to the Commissioner of Transportation required starting January 1, 2026, including aggregate data on average fares, total driver time providing rides, and total driver compensation
