Commissioner's Network of Schools program limited to fiscal years ending June 30, 2013 through June 30, 2027, with no new schools selected after July 1, 2025 and no extensions for schools currently participating as of that date

"Alliance districts" renamed to "opportunity districts" and reduced from 33 to 15 school districts, defined as towns with the lowest accountability index scores

New "legacy alliance district" designation created for districts previously designated as alliance districts from fiscal years 2013-2025, preserving their eligibility for certain funding protections

Opportunity districts designated for 2-year terms (reduced from 5 years) starting fiscal year ending June 30, 2026, with funds withheld and transferred to Commissioner of Education for approved improvement plans

School districts among the 50 lowest accountability index scores that are not designated as opportunity districts may request technical assistance from the Department of Education for academic support services
