Collective bargaining agreements entered into, amended, or extended after July 1, 2025 must establish a minimum salary for certified teachers at no less than 300% of the federal poverty level for a family of two.

The Comptroller must establish a teacher retention grant program by August 1, 2025, distributing at least $600 million in fiscal year 2025-2026 and at least 20% of the General Fund unappropriated surplus in fiscal year 2026-2027.

Grant amounts to municipalities are based on their proportional share of equalization aid grants, divided equally among students and distributed to local and regional boards of education.

At least 75% of grant funds must go to teachers not yet at the maximum salary level, while teachers at maximum salary may receive funds only if their maximum is no more than 30% higher than the first salary step.

From fiscal years 2026 through 2028, teachers earning below the minimum salary will receive payments equal to the difference between their current salary and the new minimum.
