Authorizes the Governor to enter agreements with other states, territories, or federally recognized Indian tribes to allow online gaming operators to conduct multijurisdictional Internet gaming for peer-to-peer casino games, provided gaming occurs exclusively within the United States

Adds new definitions to existing gaming law, including "peer-to-peer casino game" (card games/poker where patrons compete against each other rather than the house) and "wager" (money, credits, or value risked on uncertain outcomes)

Requires licensed gaming operators to establish toll-free telephone numbers for customer assistance and to provide full refunds to patrons when errors in sports wagering odds are discovered

Mandates that gaming websites display maximum sports wager limits and links to responsible gambling information, self-exclusion processes, and account provisions

Effective date of July 1, 2025, amending sections 12-850, 12-863(c), and 12-865 of Connecticut general statutes
