Establishes apprentice-to-journeyperson/contractor hiring ratios for electrical, plumbing, heating/piping/cooling, sprinkler fitter, and sheet metal trades, starting at 1:1 for small operations and scaling to 3:1 for larger ones (e.g., 10 apprentices require 24 journeypersons)

Allows licensed contractors to hire additional apprentices beyond standard ratios by submitting a "ratio relief application" to the Department of Consumer Protection, effective October 1, 2025

Small contractors (8 or fewer journeypersons/contractors) receive expedited approval within 10 business days if they have no Labor Department enforcement actions in the prior 3 years, attest to operational hardship, and maintain at least a 1:1 apprentice ratio

Larger contractors or those with enforcement history must have their applications reviewed by the appropriate trade examining board, which has 90 days to render a decision based on established criteria

Requires examining boards to establish approval criteria by February 1, 2026, with criteria to be posted publicly on the Department of Consumer Protection's website
