Commissioner of Education must conduct a comprehensive review of tuition rates charged by all special education service providers, including regional educational service centers and approved private providers

Review must examine how rates are determined, reasons for rapid rate increases, existing oversight mechanisms, rate variances between school districts, provider governance structures, and approval criteria for nonprofit and for-profit placements

Review must assess whether current rates create inequity in services across municipalities and evaluate the feasibility of implementing a fee-for-service model based on student diagnoses in individualized education plans

Commissioner must solicit comments from local and regional boards of education about rates they are paying for special education services

Report with findings and legislative recommendations must be submitted to the Government Oversight and Education committees by February 15, 2026
