Establishes a task force to develop a strategic plan for optimal use of Department of Developmental Services regional centers, which are congregate living facilities providing Medicaid-eligible care to persons with intellectual disabilities

Task force consists of approximately 16 members including disability advocates, family members, service providers, legislative committee chairs and ranking members, and the Commissioners of Developmental Services and Social Services (or designees)

All initial appointments must be made within 30 days of passage, with the first meeting held within 60 days; the Speaker of the House and Senate President Pro Tempore select the chairpersons

Task force must submit a strategic plan report to the joint standing committees on human services and public health by December 1, 2025

Task force terminates upon submission of its report or December 1, 2025, whichever is later; takes effect upon passage
