Establishes the "Covered Connecticut Trust Fund" as a separate, nonlapsing account within the Grants and Restricted Accounts Fund, effective July 1, 2025

Fund expenditures will support sustainability of the Covered Connecticut program, HUSKY Health program, and health care subsidies offered through the Connecticut Health Insurance Exchange

Commissioner of Health Strategy, in consultation with the Commissioner of Social Services and Insurance Commissioner, must develop a strategic plan to use fund moneys to sustain health care services if federal Medicaid funding or health care subsidies decrease

Commissioner of Health Strategy must file a report by September 1, 2025 to legislative committees on appropriations, human services, and insurance with the strategic plan and recommendations for state appropriations needed to sustain the fund and health care programs
