Requires the Commissioner of Social Services to develop a plan for Connecticut to participate in the USDA Restaurant Meals Program, allowing SNAP beneficiaries who are 60+, disabled, homeless, or spouses of eligible beneficiaries to purchase meals at participating restaurants; plan report due November 1, 2025, with federal application due December 1, 2025

Establishes a 12-member advisory committee to assist in developing the Restaurant Meals Program, including representatives from community action agencies, food security nonprofits, aging organizations, and restaurants; interim recommendations due October 1, 2025

Creates a separate task force to study maximizing SNAP funds for elderly nutrition services, reviewing the existing elderly nutrition program's costs, participation levels, funding adequacy, and contracting processes; final report due January 15, 2026

Requires the Commissioner of Social Services to file twice-annual reports starting December 31, 2025 on SNAP funding used for elderly meals, federal impediments, and any necessary state appropriations

Mandates the Attorney General to file annual reports starting October 1, 2025 on price discrimination investigations against grocery stores, including in food deserts, and recommend any needed consumer protection legislation
