Two or more municipalities with populations of 50,000 or less may form a regional police force starting October 1, 2025, by submitting an application to the Commissioner of Emergency Services and Public Protection

Each regional police force must establish a regional police authority with representatives from member municipalities to oversee policy, budgets, operations, and resource allocation, and must hold annual public hearings on performance

Member municipalities jointly assume liability for regional police force actions and share liability insurance costs proportionally based on population

Regional police authorities must submit annual reports covering budget allocations, crime statistics, community policing efforts, response times, and officer staffing to the Commissioner and member municipality officials

A regional police force incentive grant program beginning fiscal year 2026 will provide funding for establishment costs, ongoing operations, facilities, equipment, and crime prevention, with priority given to municipalities under 30,000 population
