Commissioner of Transportation must study changes needed to align Connecticut's uniform accident investigation report with the National Highway Traffic Safety Administration's Model Minimum Uniform Crash Criteria, with a report due to the legislature by July 1, 2026

Peace officers must immediately request emergency medical services for any person in their custody, control, or direct contact who communicates or appears to be experiencing an emergency medical condition or is medically unstable

Emergency medical conditions include physical, behavioral, substance use, or mental health conditions with symptoms severe enough that a reasonable layperson would expect serious health consequences without prompt treatment

Officers may decline to request emergency services only if they reasonably determine no emergency exists and the person was seen and released by a medical professional within the previous 24 hours

Peace officers must prepare a report whenever someone experiences an emergency medical condition or is medically unstable in their presence or custody, and must provide a copy to that person upon request (effective October 1, 2025)
