Allows commercial fishing license holders who are temporarily incapacitated or providing medical care for immediate family members to transfer their license to a family or crew member for the remainder of the calendar year, renewable if circumstances continue

Repeals outdated statutory provisions including sections related to cultural resource coordination (22a-27s, 22a-27t), municipal solid waste recycling plans (22a-241), seafood dealer reporting (26-157f), and natural area preserve regulations (26-314)
