Expands the definition of "state contracting agency" to include quasi-public agencies, bringing them under State Contracting Standards Board oversight for procurement and contracting processes effective July 1, 2025

Protects the State Contracting Standards Board's budget autonomy by requiring appropriations to match the board's submitted expenditure estimates and prohibiting the Governor from reducing the board's allotments

Lowers the threshold for employee notification requirements in privatization contracts from 100 to 25 employees affected, and requires business cases to analyze impacts on workers of color and women

Expands the Contracting Standards Advisory Council to include four quasi-public agency representatives appointed by legislative leaders (two by House Speaker, two by Senate President Pro Tempore)

Requires state contracting agencies to evaluate bidders' financial condition before contract awards and mandates that contracts entered into by quasi-public agencies on or after July 1, 2025 contain provisions ensuring accountability, transparency, and results-based outcomes
