Extends the deadline for sex offender registrants to return address verification forms from 10 days to 20 days after the postmark date, effective October 1, 2025

Creates a new telephone-based verification system that must be established by January 1, 2026, allowing registrants to orally verify their residential address instead of only mail, fax, or email

Establishes a tiered penalty structure: intentional failure to return verification forms remains a class D felony, while unintentional violations are reduced to an infraction

Allows registrants who did not receive the verification form to request a new one, with 20 days from the new postmark date to comply before committing an infraction

Requires the Department of Emergency Services and Public Protection to post the telephone number and operating schedule for the new oral verification system on its website
