Transfers responsibility for preparing racial and ethnic impact statements from the joint standing committee on government administration to the Commission on Racial Equity in Public Health, effective October 1, 2025

Delays implementation of the racial and ethnic impact statement requirement from the January 9, 2019 legislative session to the January 6, 2027 session

Extends the deadline for requesting impact statements on amendments from ten days to fifteen days prior to adjournment sine die

Requires public agencies and quasi-public agencies to provide requested records or information to the commission within five days, with extensions available if the agency specifies the reason within two days

Mandates that completed racial and ethnic impact statements be made available electronically on the General Assembly's website
