Requires annual adjustment of fee rates based on the Consumer Price Index, with the Commissioner of Public Health posting updated rates on the department website

Prohibits any charges for medical records needed to support Social Security claims/appeals or veterans' benefits claims under Title 38 or Chapter 506 when documentation accompanies the request

Expands the definition of who may request records to include "patient's personal representative" as defined by federal HIPAA regulations (45 CFR 164.502(g)), and requires providers to furnish requested records within 30 days
