Establishes a Translation Advisory Committee within the Secretary of State's office to validate accuracy of translated election materials, requiring municipalities to use professional translators and submit translations at least 65 days before elections

Creates election monitors for municipalities with populations of at least 140,000 for the 2025 municipal and 2026 state elections to detect and prevent irregularities in election administration

Prohibits persons convicted of election crimes from circulating primary petitions, nominating petitions, or distributing absentee ballot applications during probation/parole and for 12 years after release

Requires all official ballots, primary ballots, and absentee ballots to be filed with and approved by the Secretary of State at least 10 days before early voting begins, and restricts voter registration data to election-related, scholarly, journalistic, political, or governmental purposes only
