Expands wildlife damage permits to cover crops damaged during the preceding growing season (verified by DEEP), in addition to current threats to agricultural crops, livestock, or apiaries

Requires property owners/lessees to first utilize reasonable nonlethal protection efforts (electric fencing, animal guardians, fortified structures) for apiaries or livestock before a permit can be issued

Eliminates the notarization requirement for wildlife damage permit applications

Authorizes use of deadly force against black bears that are injuring or killing livestock (not just pets), provided the livestock is controlled in accordance with applicable statutes and regulations

Permits may only be issued to property owners, their agents, or lessees with written owner permission; all wildlife taken must be disposed of as directed by DEEP
