Removes the phrase "within the General Fund" from over 120 separate nonlapsing state accounts, effective July 1, 2025, implementing a recommendation from the Auditors of Public Accounts

Affects accounts across numerous state agencies and programs including education (CHET Baby Scholars, computer science education), municipal aid (revenue sharing, regional planning incentives), environment (Long Island Sound, open space, RGGI), and public health (AIDS research, organ transplant, mental health services)

Applies to special purpose accounts such as the Citizens' Election Fund, Crumbling Foundations Assistance Fund, cannabis regulatory accounts, firefighters cancer relief account, and various commemorative license plate accounts

Standardizes language to establish each affected account as "a separate, nonlapsing account" without specifying placement within the General Fund structure

Makes no changes to the funding sources, permitted uses, or administrative responsibilities for any of the affected accounts
