Expands the definition of "organization expenditure" to include campaign events where candidates are present and services of advisors providing campaign assistance

Requires the State Elections Enforcement Commission to adjust contribution limits for 2026 elections by July 3, 2025, based on consumer price index changes from January 1, 2017 through December 31, 2024

Shifts future contribution limit adjustment schedules: gubernatorial races move from 2022 to 2030 for quadrennial adjustments, and legislative races move from 2024 to 2028 for biennial adjustments

Allows gubernatorial candidates beginning in 2030 to apply for Citizens' Election Program convention campaign grants starting in January of the year preceding the election

Prohibits candidates who change party status after filing a grant application from receiving additional Citizens' Election Program funds, and bars candidates convicted of election crimes (unless 8+ years elapsed) or public office felonies from receiving program grants
