Probate Court Administrator and Commissioner of Social Services must evaluate feasibility of expedited conservator appointment process for emergency department patients who lack capacity to consent to health care, with joint report due by January 1, 2026

Hospitals with emergency departments must annually analyze data from 2025-2029 including: number of patients treated, number admitted, average time from presentation to admission, and percentage of patients waiting more than four hours for a bed after admission order

Hospitals must submit annual reports by March 1 (2025-2029) to the General Assembly's public health committee, and starting March 1, 2026, also to the Commissioners of Public Health and Health Strategy

Analysis goals include developing policies to reduce wait times, improving admission efficiencies, and examining root causes for admission delays

"Emergency department boarding" is defined as holding admitted patients in the emergency department while awaiting an inpatient bed
