State agencies must increase salary/payment rates for nonprofit human services providers annually on July 1st, based on the previous 12-month Consumer Price Index increase for urban wage earners and clerical workers

Nonprofit human services providers include organizations contracting with the state to provide services for persons with physical disabilities, intellectual/developmental disabilities (including autism spectrum disorder), and behavioral health services

Commissioner of Social Services must adjust Medicaid rates for nonprofit human services providers by the same percentage increase, unless prohibited by federal Medicaid law

Secretary of the Office of Policy and Management must submit a biennial report to the General Assembly starting January 1, 2026, analyzing appropriations needed to fund these contract rate increases
