Establishes a "culture and tourism account" to fund grants-in-aid for arts organizations, tourism promotion, historic resource preservation, and cultural programming

Beginning September 30, 2025, directs 10% of revenue from the 1% meals tax (imposed on restaurant meals, alcoholic beverages, and soft drinks) to be deposited into the culture and tourism account

Requires organizations receiving grants from the Department of Economic and Community Development through this account to submit detailed financial and expenditure reports to Connecticut Humanities within six months of receiving funds

Connecticut Humanities must report grant recipient information to the General Assembly committees on appropriations and commerce

Tax provisions apply to sales occurring on or after July 1, 2025; account establishment takes effect upon passage
