Excludes April 20, 2025 (Easter Sunday) from the early voting period for special elections and presidential preference primaries, updating the previous exclusion of March 31, 2024

Suspends the municipal revenue sharing account spending cap for fiscal year ending June 30, 2026, allowing municipalities to exceed the 2.5% budget increase limit without losing grant funding

Adds statutory definitions for "adopted budget expenditures" (general fund and nonbudgeted fund expenditures) and "capital expenditure" (nonrecurring expenditures of $100,000 or more)

Maintains existing exclusions from the municipal spending cap calculation, including debt service, special education, disaster-related costs, and unfunded pension liability payments

Approved by the Governor on April 10, 2025, with early voting provisions effective immediately and municipal spending provisions effective October 1, 2025
