Establishes an Office of Neighborhood Investment and Community Engagement within the Department of Economic and Community Development to oversee implementation of a ten-year plan to reduce poverty rates to 20% or lower in targeted census tracts

Creates a pilot program for concentrated poverty census tracts located in the four municipalities with the greatest number of such tracts, requiring community development corporations to be established for participation eligibility

Requires the Commissioner of Economic and Community Development to submit progress reports by June 1, 2025 and September 1, 2025, with the full ten-year plan due to the General Assembly by January 1, 2026

Mandates state agencies give funding priority to projects included in the ten-year plan and requires annual progress reports starting February 1, 2027, with legislative informational forums beginning March 2027

Allows community development corporations to bring legal action via writ of mandamus against state or municipal officials who fail to carry out plan responsibilities after July 1, 2027
