Amends Special Act 14-13 to allow the Catherine Violet Hubbard Foundation, Inc. to use the approximately 34.44-acre parcel in Newtown as collateral for loans to finance construction of an educational barn, main facility, and veterinary intake facility

Removes the restriction that prohibited the Foundation from leasing all or any portion of the parcel

Requires that in the event of foreclosure, the foreclosing entity must first offer to sell the parcel to the state, and if declined, to the town of Newtown before selling to any other party

Maintains existing requirements that the land be used for an animal sanctuary, wildlife preserve, or other nature preservation purpose, with reversion to the state if the Foundation fails to use it for these purposes or transfers ownership
