Proposes adding Section 21 to Article First of the Connecticut Constitution, establishing an individual right to clean and healthy air, water, soil, ecosystems, environment, and a safe and stable climate

Requires the state to make reasonable efforts to protect environmental rights equitably and prohibits unreasonable infringement upon these rights

Designates present and future generations as beneficiaries of a healthy environment, obligating the state to conserve, manage, protect, and maintain Connecticut's natural resources including waters, air, flora, fauna, soils, and climate

Establishes environmental rights as equivalent to all other inalienable rights, allowing residents to directly invoke and enforce these rights

Amendment would either continue to the next General Assembly session elected November 3, 2026, or be presented directly to voters at the November 3, 2026 general election
