Senate rules from the 2025 regular session will apply to the November Special Session, 2025, with specific modifications to Rules 7, 9, 13, 17, 18, 19, 29, and 30

Bills filed in one chamber may be transmitted to and acted upon first by the other chamber with consent of the Speaker (for House-filed bills) or President Pro Tempore (for Senate-filed bills)

Order of business is streamlined to four items: receiving communications from the Governor and Secretary of State, introducing bills and resolutions, receiving business from the House, and introducing guests

Substantively amended bills may be referred to legislative commissioners for re-examination, with a three calendar day deadline for completion

Only bills and resolutions specified in Joint Rules for the Special Session, plus resolutions pertaining to session rules, journal printing, and session expenses, may be received
