Appropriates $70,010,000 from the General Fund for FY 2025-2026 deficiency spending, with largest allocations to Department of Housing ($14.5 million for homeless services), Department of Correction ($17.43 million total), and workers' compensation claims ($16.75 million across multiple agencies)

Reduces General Fund appropriations by $71,497,990 across numerous state agencies, including a $22,605,000 cut to the Higher Education Alternative Retirement System and $6.5 million in education-related program cuts (charter schools, magnet schools, Open Choice, scholarships)

Appropriates $8,425,000 from the Special Transportation Fund for state employee health service costs ($7.925 million) and workers' compensation claims ($500,000), while reducing the same fund by $1,650,000

Reduces appropriations across special funds: Banking Fund by $1.6 million, Insurance Fund by $680,000, Consumer Counsel and Public Utility Control Fund by $245,000, Workers' Compensation Fund by $898,200, and Cannabis Regulatory Fund by $550,000

All provisions take effect immediately upon passage to address budget shortfalls before the fiscal year ends June 30, 2026
