Adjusts Connecticut's General Fund appropriations for fiscal year 2026-2027, with net spending of approximately $25.47 billion, an increase from the originally enacted $25.36 billion

Adjusts Special Transportation Fund appropriations to approximately $2.39 billion, with rail operations increasing to $338.5 million and bus operations to $310.8 million, while reducing debt service by $63 million
